Google has informed Indian developers selling products outside India that they must complete Know Your Customer (KYC) verification through BillDesk. This requirement is to comply with financial regulations, as stated by Google for Developers India.

Developers who began monetizing before December 2025 have until March 15, 2027, to complete verification. After this deadline, international sales for unverified accounts will be paused. For developers who started monetizing from January 2026 onwards, KYC verification is a prerequisite before engaging in international sales.

The requirement stems from Google's Play Store transactions with overseas users falling under the Reserve Bank of India's (RBI) Payment Aggregator–Cross Border (PA-CB) framework. Introduced in 2023, this framework aims to regulate entities facilitating cross-border online payments for goods and services.

Under the PA-CB framework, payment aggregators must conduct customer due diligence on merchants involved in export transactions. Google is applying this to Indian Play developers selling outside India to ensure compliance. The company categorizes developers into existing and new merchants, with different compliance timelines.

RBI extended the deadline for merchant re-KYC due to challenges faced by payment aggregators in verifying their large merchant bases. Many small merchants also lacked the necessary documentation, leading to significant operational hurdles.
