Grab-owned Move It contests $8.7 million fine over rider allocation
Move It, a motorcycle taxi platform in the Philippines, has filed an appeal against an $8.7 million penalty issued by transport regulators regarding driver deployment limits.

Move It, a motorcycle taxi service owned by Grab Philippines, has formally requested a reconsideration of a 555.75 million peso (approximately $8.7 million) fine imposed by the Land Transportation Franchising and Regulatory Board (LTFRB).
The regulatory body issued the penalty citing alleged violations of the government’s motorcycle taxi pilot program, which dictates strict limits on the number of drivers an accredited operator can deploy. Regulators contend that Move It exceeded these caps, leading to the substantial financial sanction.
In its appeal, the company argues that rider allocation should be determined by dynamic demand rather than a static cap. Move It representatives stated that the platform's supply of drivers fluctuates based on those currently online and available to accept trips, particularly during periods of high demand.
The dispute highlights ongoing friction between tech-enabled transport providers and regulators in the Philippines as the industry transitions from a pilot program toward permanent legislation. While the House of Representatives has approved a bill aimed at regulating the sector, stakeholders continue to push for a reevaluation of existing capacity limits.
