Hainan, China – Sales in Hainan's offshore duty-free shops totaled 358 million yuan ($50 million USD) during the first three days of the National Day holiday, from October 1st to 3rd. Haikou Customs reported an 8.85% year-on-year increase in sales value. The number of shoppers rose by 12.90% to 55,100, with the volume of goods purchased increasing by 8.02% to 277,000 items.

Hainan implemented a "zero tariff" policy for island-based consumption goods in February 2026. The initial five duty-free stores opened simultaneously in Haikou, Sanya, and Danzhou, primarily featuring food and beverages, mother and baby products, and daily chemicals.

The policy allows Chinese citizens holding Hainan ID, residency permits, or social security cards, as well as foreigners working or living on the island, to purchase goods. Each individual has an annual duty-free allowance of 10,000 yuan, with no limit on the number of purchases. Customers can take their purchases with them immediately after payment.
