Li Xiaolong, Chief Technology Officer at Huawei Terminal, has provided an explanation for why certain smartphones appear to limit the usable battery capacity. According to Li, the issue stems not from intentional capacity locking, but from design choices where devices were not engineered to operate at very low voltages.

"Some phones do not intentionally lock capacity away from consumers, but rather they were designed without consideration for low-voltage operation," Li Xiaolong stated. He elaborated that current high-silicon batteries, compared to traditional graphite ones, can still release a considerable amount of capacity at low voltages. However, if the phone shuts down before this capacity is utilized, it remains inaccessible.

The CTO likened the situation to pouring water from a glass, emphasizing the importance of the shutdown voltage. He explained that if the shutdown voltage is set higher than the battery's termination voltage, not all of the available 'water' can be poured out. This means a portion of the stored energy goes unused, even if it's technically still releasable.

Li Xiaolong has previously addressed topics related to battery technology, including whether a phone's advertised capacity reflects its actual usable amount. His latest comments highlight the role of initial design in determining the ultimate performance and effective capacity of a device's battery.
