India's central government is contemplating an anchor investment of ₹15,000 crore to ₹20,000 crore (approximately $1.8 billion to $2.4 billion) in a proposed fund aimed at bolstering frontier artificial intelligence (AI) companies and enhancing the nation's compute infrastructure. The National Frontier AI & Compute Fund (NFAICF), as it could be known, is intended to provide long-term risk capital for AI firms and finance critical components like GPU clusters and specialized data centers.

Discussions are ongoing regarding the fund's final corpus size, structure, and governance. The government is also evaluating various deployment models, including direct investment in companies and infrastructure projects or routing capital through intermediaries. One potential model involves a 50:50 contribution ratio between the government and private investors.

The proposal was a key topic at a recent closed-door meeting in Delhi, attended by industry figures such as Sarvam co-founder Vivek Raghavan and representatives from Peak XV Partners. The meeting sought input from venture capital firms and infrastructure providers on the government's role in attracting private capital to the burgeoning AI ecosystem.

The NFAICF could utilize a range of investment instruments, including venture and growth equity, convertible instruments, and infrastructure equity, tailored to project and company needs. Its objectives include funding foundation model developers and essential compute infrastructure. The government is also exploring the potential participation of international financial institutions like the International Finance Corporation.

These considerations come amidst a global surge in demand for advanced GPUs, which has outstripped supply and posed significant challenges for Indian tech companies seeking to scale AI workloads. The proposed fund would complement the existing ₹10,372 crore IndiaAI Mission, which already provides subsidized compute access and funding for domestic foundation models.
