India Mandates Biometric Verification for Mobile SIMs
India's Department of Telecommunications (DoT) has made biometric identification mandatory for obtaining, changing, or disconnecting mobile SIM cards. The new rules came into effect immediately.
India's Department of Telecommunications (DoT) has implemented new regulations requiring mandatory biometric identification for all mobile SIM card services. Effective August 21, these rules mandate verification before a new SIM is issued, user information is updated, or a connection is terminated.
The regulations extend to internet telephony services used via mobile devices. However, clarity is still pending on whether popular over-the-top (OTT) calling applications like WhatsApp or Telegram are included. This move follows previous directives concerning SIM card binding.
Two primary verification methods are established: e-KYC for Aadhaar cardholders, utilizing the Unique Identification Authority of India (UIDAI) system, and D-KYC for individuals without Aadhaar or unable to complete standard biometric capture. The D-KYC process involves live facial capture, verification of identity and address documents, and may require field visits or police assistance for confirmation.
Telecom operators have a three-month period to comply with the new technical and organizational requirements, with a possible three-month extension. The rules also place obligations on users to provide accurate information and prohibit the use of fraudulent documents or impersonation.
