India to Release Consultation Paper on AI Regulation

India's government is set to release a consultation paper on artificial intelligence (AI) regulation to address the technology's rapid evolution and usage uncertainties. Union IT Minister Ashwini Vaishnaw announced that the paper will establish the foundational basis for future AI governance, focusing on AI safety, deepfake risks, and skill development.

Vaishnaw described AI-generated misleading content as a "nuisance which can cause huge problems in society." The minister emphasized that AI and emerging technologies cannot be managed through legislation alone. The government therefore intends to pursue a techno-legal solution with active participation from industry stakeholders.

According to the minister, the industry holds primary responsibility for cybersecurity, safety, user harm, psychological disorders, and the proliferation of deepfakes. He noted that the capabilities of AI models are continuously evolving, prompting the government to tighten rules to mitigate harms from AI-generated content.

The measures also include a proposed amendment to the IT Act, requiring online platforms to label all deepfakes and AI-generated content as "synthetically generated information." This initiative comes as India and global tech firms like Meta have faced scrutiny over their handling of child sexual abuse material (CSAM) on their platforms.
