Indian Authorities Review Net Neutrality Rules Amidst New Technologies

The Department of Telecommunications (DoT) has formally requested the Telecom Regulatory Authority of India (TRAI) to review the existing net neutrality framework. This directive, detailed in a letter dated July 8, 2026, aims to protect consumer interests and ensure service quality while fostering orderly growth in the telecommunications sector.

In its request, the DoT specifically highlighted the need to examine "emerging technologies and network management practices, including network slicing and differentiated service offerings." The department noted a significant transformation in the sector, shifting from a voice-centric to a data-centric market. The widespread deployment of 4G and 5G networks, alongside cloud-native architectures, has fundamentally altered service delivery, with technologies like network slicing being in nascent stages when current guidelines were established in 2017.

This review comes after prior statements from the government suggesting net neutrality was a settled issue. The discussion gained traction following Airtel's launch of its Priority Postpaid service, enabled by 5G network slicing capabilities, which sparked debate about potential violations of net neutrality principles. While the service was deemed compliant, concerns were raised about potential service degradation for non-priority users.

Reliance Jio has indicated its operational readiness for advanced network segmentation. A company representative stated in April 2025 that Jio is operating six commercial network slices in its live network. Jio has publicly noted that while its network is prepared, market and regulatory readiness are crucial. The company has also acknowledged that existing net neutrality restrictions might limit the offering of innovative, differentiated services for enterprise applications, emphasizing the need for careful monitoring and bundling of each network slice.
