Indian Supreme Court reviews Google Play billing dispute

The Indian Supreme Court is examining whether Google Play's billing requirements unfairly restrict app developers from using third-party payment processors.

4 November 2026

The Supreme Court of India is hearing a challenge from app developers regarding Google’s billing policies on its Play Store. During recent proceedings, the bench questioned whether developers are effectively forced to use Google’s proprietary payment infrastructure or providers explicitly sanctioned by the tech giant.

Developers contend that Google’s 'Authorised Provider' mandate, introduced in late 2022, restricts market access and violates the Payment and Settlement Systems Act of 2007. They argue that these terms force them into restrictive financial arrangements that hinder their business operations. Google maintains that its billing policies are consistent with contractual rights and notes that the Competition Commission of India (CCI) has previously reviewed and upheld the reasonableness of its fee structure.

This litigation follows years of regulatory scrutiny in India regarding Google’s dominant position in the mobile app market. With the next hearing scheduled for December, the outcome could determine the future of digital platform regulation in the region. The court’s decision will clarify whether app developers retain the legal autonomy to select their own payment processing partners.
