India's Telecom Regulatory Authority (TRAI) has implemented an AI-powered system to combat spam, but discussions reveal significant concerns about its effectiveness and potential negative impacts.

Experts noted that while AI excels at detecting spam, it fails to address the root cause by stopping the operators generating it. The system also risks misidentifying legitimate businesses, leading to disruptions. TRAI uses AI-generated flags as triggers for enforcement, potentially resulting in the disconnection of numbers across operator networks.

For telecom operators, enforcing these rules is costly and disruptive. When a number is flagged, operators must warn the sender, disconnect all associated numbers, and conduct identity re-verification (KYC). This process incurs substantial costs, especially when large volumes of numbers are involved.

The system operates on probability but enforces actions as if they are certainties. A lack of clear appeal mechanisms for legitimately flagged businesses exacerbates the issue. This shift from a complaint-based system, which required evidence, to a behavior-based flagging system could unfairly impact genuine users.

Furthermore, a significant portion of spam originates from operators with no subscribers, thus lacking incentives for quality control. Their business model relies solely on traffic transmission. Stricter regulations might push small and medium businesses to use unregulated numbers, complicating spam prevention efforts.
