India's Insurance Regulatory and Development Authority (IRDAI) has proposed a significant overhaul of the country's insurtech sector. The draft norms aim to dismantle lucrative payout structures, impose commission caps, and introduce tighter expense limits for insurance distributors.

The proposed framework seeks to re-introduce product-level commission ceilings. Mandatory or near-mandatory products would attract nil or low commissions for digital insurance intermediaries (IDEs), while products requiring more selling and servicing efforts would face a 15% cap.

Additionally, the regulator proposes lowering expense limits for insurers and mandating cost audits for IDEs exceeding ₹100 crore in revenue. The draft norms also ban compulsory loan-insurance bundling, restrict employee incentives, and introduce a three-tier distribution structure to curb misselling.

Markets reacted sharply to the proposals, with PB Fintech shares crashing 36% and Turtlemint shares falling 20%. Brokerages have flagged potential severe margin compression, as the proposed caps threaten the high upfront commissions of aggregators and could impact user acquisition strategies.
