India’s MeitY releases guide for secure AI training without data sharing
The Indian Ministry of Electronics and Information Technology has introduced a framework utilizing DEPA to enable collaborative AI development while maintaining data privacy.

India’s Ministry of Electronics and Information Technology (MeitY) has launched a new guidebook focused on using the Data Empowerment and Protection Architecture (DEPA) for training AI models. The framework is designed to allow institutions to collaborate on large-scale AI projects without requiring the transfer of raw data between entities.
The ministry detailed that the approach relies on a combination of privacy safeguards, controlled computing environments, and data provenance mechanisms. By shifting the AI model to the location of the data rather than moving the data to the model, the framework aims to address concerns regarding proprietary information and security compliance.
Developed in collaboration with the iSPIRT Foundation, the initiative was unveiled in Bengaluru by IT Secretary S. Krishnan. Principal Scientific Adviser Ajay Kumar Sood noted that the architecture allows institutions to maintain strict control over datasets while still benefiting from shared training objectives.
