INEOS and Recuro to Build Plastic Recycling Facility in Norway
INEOS and Norwegian recycler Recuro have signed a Memorandum of Understanding to develop an advanced recycling facility at INEOS’ Bamble polymer site in Norway.

INEOS and Norwegian recycling company Recuro have signed a Memorandum of Understanding to develop an advanced recycling facility at INEOS’ Bamble polymer site in Norway. The project, named "Full Circle", aims to process up to 33,000 tonnes of end-of-life plastic waste annually.
The facility will support the production of recycled feedstocks that meet the requirements of the EU Packaging and Packaging Waste Regulation. It will utilize advanced pyrolysis technology powered by renewable Norwegian energy. The process breaks down plastic waste into oil and gas fractions at high temperatures in the absence of oxygen, which can then be reused as feedstock for new plastics.
INEOS plans to use the recycled product to produce recycled ethylene at its nearby Rafnes cracker. This will enable the Bamble plant to manufacture virgin-quality recycled polyethylene for demanding applications, including food and medical packaging. The initiative aligns with INEOS' commitment to a low-carbon circular economy.
The "Full Circle" project aims to reduce costs and environmental footprint by leveraging existing industrial infrastructure at the Bamble site. By recovering both oil and gas fractions, the project maximizes the recovery of embedded carbon in plastic waste, contributing to increased circularity.
