Ipsos Study Examines French "Brain Drain" and Attractiveness Factors
A new Ipsos study analyzes the reasons behind the "brain drain" of talented French individuals and the factors influencing foreign talent's decisions to work in France. The report also suggests measures to enhance France's appeal.

Research firm Ipsos has released a comprehensive report from September 2025 detailing the phenomenon of "brain drain" among French professionals. The study aims to objectively understand why young talent chooses to leave France and, conversely, what motivates international professionals to consider working in the country.
The research also identifies potential levers for France to increase its attractiveness and retention of skilled workers. Key hypotheses explored include a lack of stimulating professional opportunities, significant salary discrepancies with competitor countries, an unfavorable tax environment, perceived declines in quality of life, and difficult working conditions.
The study employed a multi-faceted approach, including desk research on expatriation data, 25 in-depth qualitative interviews with highly qualified French and foreign nationals, and a quantitative online survey of over 1,000 highly educated individuals residing in France. Both those considering expatriation and foreign talents were included.
Findings suggest that an openness to the world and professional confidence are linked to a desire for expatriation, often viewed as a positive aspiration rather than a rejection of the current work environment. Salary, cultural proximity, and geographic location emerge as critical factors in destination choices for those considering moving abroad.
