Amodei asserted that IT Home has never advocated for banning open-weight models. He views open-weight models, excluding those with dangerous functionalities, as public assets that provide value to businesses and developers without incurring significant costs. Amodei emphasized that protectionist bans do not address the national security concerns that are his primary focus.

Instead of focusing on bans, Amodei called for stringent oversight of industrial-scale "distillation operations." He advocates for mandatory safety testing for all AI models, regardless of whether they are open or closed source. While agreeing with much of the open-source advocacy letter, he questioned assumptions that open models inherently make safety measures easier to implement or that wider access favors defenders over attackers, suggesting the opposite could be true.

To illustrate his concerns, Amodei drew an analogy to the field of biotechnology, where powerful models could potentially accelerate the creation of harmful agents, while the development of countermeasures could take years.
