IT subsidies for German care homes remain underutilized

Care facilities in Germany are eligible for up to €12,000 per site to fund IT infrastructure, including hardware, licenses, and network upgrades, under a program governed by § 8 Abs. 8 SGB XI. This funding explicitly covers investments in IT and cybersecurity, areas often cut first when budgets are tight. Despite the program's extension until 2030, it is significantly underutilized, with many facilities covering these costs from their own funds.

A primary reason for the low uptake is a persistent misunderstanding of the funding's calculation. The subsidy covers up to 40 percent of eligible expenses, capped at €12,000 per individual care facility, not per entire organization. This means that an investment of approximately €30,000 per site reaches the maximum subsidy. For organizations operating multiple facilities, the potential funding is amplified; for instance, an organization with twelve facilities could be eligible for up to €144,000 if procurement is planned and billed on a per-facility basis.

The program, active since 2019, allows applications for equipment purchased retroactively from January 1, 2019. This retroactivity is a key aspect that is frequently overlooked, meaning facilities can still claim support for past IT investments with proper documentation. Notably, there is no overall budget cap or depletion rule specified in the legislation, implying it's not a race for limited funds.

While the application deadline is December 31, 2030, organizations are encouraged to plan their IT projects promptly. Procurements require lead time, and the deadline will eventually approach. The funding originates from the nursing insurance equalization fund, making the support directly applicable to tangible IT expenditures rather than conceptual projects.
