Karnataka High Court orders telecom operators to tighten SIM activation oversight

The Karnataka High Court has directed police to ensure telecom operators improve verification and distribution processes to prevent SIM cards from being activated without user consent.

The Karnataka High Court has ordered state police to mandate that telecom operators, including Jio and Vodafone, review their SIM activation protocols following the discovery of unauthorized card activations. The court directive requires telecommunications firms to implement tighter oversight of their distributors and point-of-sale agents to ensure personal identity documents are not misused to generate 'ghost' connections.

Justice Suraj Govindaraj highlighted that a SIM card serves as a digital identity instrument, linking users to financial institutions, one-time passwords, and online accounts. The court emphasized the need for operators to track the lifecycle of every SIM card issued to distributors, flag unusual activation patterns linked to single points of sale, and provide a clear mechanism for customers to report fraudulent accounts.

This ruling arrives amid a broader crackdown on SIM-related cyber fraud in India, where authorities have previously disconnected millions of suspicious accounts flagged by AI systems. While regulatory bodies like the Department of Telecommunications have introduced stricter verification rules, the court's intervention underscores significant gaps in the accountability of third-party agents. The case remains a focal point for evaluating the legal liability of operators when their distribution networks are exploited for identity fraud.
