Kentucky American Water Acquires Black Mountain Utility District Water System
Kentucky American Water has acquired the Black Mountain Utility District water and wastewater system in Harlan County. The company plans to invest over $20 million in infrastructure upgrades.

Kentucky American Water has finalized the acquisition of the Black Mountain Utility District water and wastewater system in Harlan County for $1.4 million. The acquired system serves over 4,300 water customer connections and six wastewater customer connections.
The acquisition received approval from the Kentucky Public Service Commission in July and September 2026. Kentucky American Water committed to investing over $20.9 million in system improvements over the next five years. Planned upgrades include replacing water meters, enhancing security, and upgrading pump stations and control systems.
Harlan County Judge Executive Dan Mosley highlighted the significance of the acquisition for local residents. "Black Mountain Utility District customers have experienced far too many issues in recent years," Mosley stated. "Kentucky American Water's investment will improve the system long-term."
Kentucky American Water, a subsidiary of American Water, is the largest regulated water and wastewater utility company in the United States. The company aims to ensure safe and reliable water service for its new customers in Harlan County, mirroring its service to over half a million people across Kentucky.
