KfW Launches Large Fund for Ukraine Reconstruction
KfW has established a new European fund for Ukraine's reconstruction aimed at attracting private investors. The fund seeks to mobilize up to EUR 7 billion for strategic sectors.

Frankfurt – German development bank KfW has launched a new European fund to support the reconstruction of Ukraine. The financial institution announced the initiative at the Ukraine Recovery Conference held in Rome. The aim of the project is to attract private capital of approximately EUR 1 billion for strategic sectors of the Ukrainian economy.
The fund, initiated by Germany, Italy, Poland, and France along with the European Commission and the European Investment Bank (EIB), intends to direct investments towards energy infrastructure, industry, and logistics. Particular focus is placed on renewable energy projects, such as wind and solar power plants, as well as the construction of industrial facilities and digital infrastructure like data centers.
"With this new European fund for Ukraine's reconstruction, KfW is sending a signal to private investors," stated Christiane Laibach, a member of KfW's Executive Board. "The fund makes private investments attractive even under wartime conditions and reduces their risk." She emphasized that reconstruction is achievable through a joint effort with the EU, European countries, and the private sector.
In total, public entities are committing to a first loss tranche of up to EUR 220 million, which mitigates the risk for private investors. Based on this, the goal is to raise EUR 500 million in private capital by 2026, with the potential to increase the total volume to EUR 1 billion by 2028, depending on the security situation. The first investments are expected to commence in the second half of 2026.
