Law to Accelerate Recognition of Foreign Health Qualifications Partially in Effect

Berlin – A new law designed to accelerate the recognition of foreign professional qualifications in healthcare professions has partially entered into force on July 29, 2026. The legislation, passed by the Bundesrat in May, aims to simplify and expedite the process for foreign healthcare professionals seeking employment in Germany, thereby addressing staff shortages.

The core of the law involves streamlining the recognition procedure. Moving forward, an assessment of equivalence will only be conducted upon request, while a knowledge test will become the standard. For midwives, an adaptation course will replace the knowledge test. The law also introduces adjustments to relevant professional and training regulations and seeks to enhance information exchange between authorities and increase the use of electronic procedures.

The law will fully take effect on November 1, 2026. These reforms are intended to integrate qualified foreign professionals more rapidly into the German healthcare system, responding to growing demand and existing personnel challenges within the health sector.

The legislation applies to all healthcare professions where the recognition of foreign-acquired qualifications is necessary for practicing in Germany. The objective is to ensure adequate and high-quality healthcare services across the country.
