From 2026, manufacturers and importers of LED drivers for the European Union market must navigate updated chemical regulations, notably RoHS 3.0 and REACH SVHC. These directives impose stricter controls on specific hazardous substances within electrical and electronic equipment, including components and casings of LED driver circuits.

The RoHS 3.0 Directive (2015/863) restricts the concentration of ten substances. These include lead, mercury, and hexavalent chromium at a maximum of 0.1% (1000 ppm) in most materials, and cadmium at 0.01% (100 ppm). Additionally, the directive prohibits four phthalates (DEHP, BBP, DBP, DIBP) at a 0.1% concentration. These phthalates are frequently found in the PVC cable jackets, grommets, and plastic housings of LED drivers.

The REACH SVHC (Substances of Very High Concern) candidate list is a separate EU chemical regulation updated twice annually. It contains over 250 substances, and their use may trigger a duty to inform customers if a substance's concentration exceeds 0.1% by weight in a product. Since 2021, products containing SVHCs also require notification to the SCIP database.

Manufacturers like Ningbo Mengting Outdoor Implement Co., LTD. must ensure their supply chains adhere to these regulations and can provide comprehensive compliance documentation. This includes Declarations of Conformity (DoC), accredited third-party test reports, REACH SVHC declarations, and SCIP database references. Mere CE marking or RoHS certification is insufficient; full documentation is essential for verifying compliance.
