Maharashtra Eyes First State-Level Land Tokenisation Framework

Maharashtra, India – The state of Maharashtra is working to establish India's first state-level legal framework for the blockchain-based tokenisation of land and immovable assets. Chief Minister Devendra Fadnavis announced the initiative, which seeks to enhance liquidity and transparency in property transactions.
The proposed framework, to be known as the Maharashtra Digitisation and Exchange of Land Token Asset (DELTA) Act, aims to make it easier for property owners to access capital against their assets. Fadnavis estimated that unlocking the value embedded in land and real estate could represent an opportunity of approximately ₹50 lakh crore (around $600 billion).
Tokenisation involves digitally representing rights or value associated with a physical asset on a blockchain. Historically, land in India has represented wealth often lacking liquidity. The new framework intends to address this, converting dormant wealth into economic opportunities without encouraging speculation, according to the Chief Minister.
Fadnavis also discussed the potential role of agentic AI and quantum technology in financial services, stressing the need for safeguards around accountability, consent, security, and human oversight for emerging technologies. These remarks followed Prime Minister Narendra Modi's call for strengthened cybersecurity and consumer protection in the fintech sector.
