Maharashtra to Levy Rs 5 Daily Fee, 2% Welfare Levy on Bike Taxis
Maharashtra will impose a daily fee of Rs 5 and a 2% welfare contribution on bike taxi operators per ride under a temporary framework beginning August 1.

Maharashtra is set to introduce a temporary regulatory framework for bike taxi services, effective August 1. The state plans to charge bike taxi operators a daily fee of Rs 5, alongside a 2% contribution to a welfare fund for every ride completed. This interim measure will remain in place until the state's dedicated electric bike taxi policy is fully implemented.
Transport Minister Pratap Sarnaik stated that bike taxi services have been operating illegally in Maharashtra. Under the new regulations, operators must obtain proper permits. These permits will only be issued to drivers who meet specific criteria, including a Maharashtra domicile certificate, a Public Service Vehicle (PSV) badge, a valid commercial driving license, and police verification. Operations must also be conducted through a registered aggregator.
The state estimates that approximately 4 to 4.5 lakh app-based bike taxis are currently operating in Maharashtra without the required permits, preventing the state from collecting revenue. Authorities have previously identified and fined hundreds of non-compliant vehicles, and this new fee and licensing system aims to formalize the sector. A welfare fund, administered by the state, is intended to support drivers.
This move is also linked to broader efforts to promote the employment of Marathi-speaking drivers and ensure familiarity with local conditions. Previous attempts to regulate the sector have faced challenges, with licenses being revoked due to issues such as non-compliance with electric vehicle mandates and safety complaints.
