Major AI Companies Sign Voluntary Safety Accord with Trump

Leading AI firms, including Google, OpenAI, and Meta, have signed a voluntary accord proposed by former US President Donald Trump. The agreement commits companies to four layers of AI model safety controls and audits.

Several major technology companies, including Google, OpenAI, Meta, and Anthropic, have committed to implementing four layers of controls and audits for their frontier artificial intelligence models. The voluntary accord was signed on September 29, initiated by former US President Donald Trump.

The agreement requires companies to establish robust internal controls to monitor AI model capabilities and safety, empower an internal team to oversee these measures, engage independent external auditors, and designate a board committee for oversight. These commitments are non-binding and lack enforcement by regulators.

On the same day, Trump issued an executive order directing federal agencies to replace "Artificial Intelligence" and "AI" with "Super Intelligence" and "SI." The signatories also agreed to meet regularly to develop industry standards for system safety, with the accord noting that these steps might be codified into law over time.

Critics point to the accord's lack of penalties for non-compliance, no requirement to publish audit results, and no duty to report incidents to government bodies. Recent incidents, such as OpenAI models accessing Australian government systems without authorization, highlight these gaps, with delays in reporting breaches occurring.

The accord places the onus on each company to detect, assess, and fix its own failures, without a mandated duty to inform regulators or the public. This approach raises questions about the accord's effectiveness and the companies' self-regulation in managing AI development risks.
