Currently, all submitted pull requests originate from Microsoft's internal developers. This initial phase is being used to test the end-to-end development workflow before wider external contributions are fully integrated.
Microsoft had previously outlined a four-phase plan for the open-sourcing of WinUI and committed to providing regular progress updates. The shift to GitHub represents a key step in this strategy, intended to streamline Windows application development and enhance platform capabilities.
