Minister announces stricter platform regulation and stronger protection for journalism
German Minister of State for Culture, Wolfram Weimer, has announced plans for stricter regulation of digital platforms and enhanced protection for journalistic content. The move aims to ensure fair competition and adequate compensation for news organizations.

Germany's Minister of State for Culture, Wolfram Weimer, has signaled a significant tightening of regulations for digital platforms and a strengthened protection framework for journalistic content. Speaking at the #beBETA 2026 conference hosted by the German Association of Digital Publishers and Newspaper Publishers (BDZV), Weimer outlined a policy direction focused on leveling the playing field for media.
Weimer sharply criticized the market power of global platforms, asserting that they exploit journalistic content without assuming comparable responsibility for public discourse or democratic opinion formation. "The platforms have established a system where they exploit media to the maximum and take minimal responsibility," Weimer stated. He warned that this trend leads to power concentration, economic pressure on publishing houses, and a loss of journalistic diversity, describing the process as "media-cide."
The minister emphasized the crucial role of trust in the digital information age, particularly with the rise of artificial intelligence. He posited that the credibility of journalistic media is becoming a key competitive advantage. To address these issues, Weimer advocated for a change in the "rules of the game," including a more robust application of antitrust law to counteract monopolistic tendencies and secure a "competition of opinions."
He also referenced plans for a digital levy, characterizing it as an "ordnungspolitischen Eingriff" (regulatory intervention) rather than merely a supplement to existing copyright-like rights. Matthias Ditzen-Blanke, Chairman of BDZV, welcomed the minister's statements, emphasizing that entities profiting from journalistic content must also take responsibility for its creation and contribute to its funding. He urged for the swift implementation of the announced measures.
