The NATO Communications and Information Agency (NCIA) will move its mission-critical workloads to Oracle Cloud Infrastructure (OCI). The move is being delivered in collaboration with Reply and Thales.
NATO Communications and Information Agency Migrates to Oracle Cloud Infrastructure
London, UK – September 11, 2025 – The NATO Communications and Information Agency (NCIA) is set to migrate its mission-critical workloads to Oracle Cloud Infrastructure (OCI). This strategic shift, executed with Oracle specialists Red Reply and Shield Reply alongside prime contractor Thales, aims to leverage OCI's sovereign cloud capabilities, high performance, availability, AI innovation, and enterprise-grade security.
NCIA serves as NATO's technology and cyber hub, responsible for connecting the Alliance, defending its networks, and supporting operations. Its mission is to provide secure, cost-effective, and interoperable communication and information systems to NATO. To support this mission and its ongoing modernization program, NCIA is enhancing its capacity and optimizing system performance.
OCI's sovereign cloud features will enable NCIA to meet requirements for data residency, hyperscale services, and operational controls. Alexandre Bottero, Vice President Network and Infrastructure Systems at Thales, highlighted the partnership's significance: "Together with Oracle, we are committed to helping NCIA provide secure, cloud-oriented, and interoperable communication and information systems to NATO."
Reply's subsidiaries, Red Reply and Shield Reply, will provide deep expertise in Oracle technologies, offering comprehensive consulting and managed services. This includes everything from discovery and secure design to the migration of three legacy data centers to OCI. "Our goal is to ensure a secure, seamless, and future-proof transition to the cloud for NCIA's mission-critical workloads," stated Reply CTO Filippo Rizzante.
