Neste to transition Porvoo refinery to renewable and circular solutions
Neste Oyj plans to cease processing fossil oil at its Porvoo refinery in Finland by mid-2030s. The company intends to transform the site into a producer of renewable and circular economy solutions.

Neste Oyj has initiated a significant transformation project at its Porvoo refinery in Finland, aiming to shift production entirely to renewable and circular economy solutions. The company's plans suggest that the processing of fossil oil at the refinery could cease by mid-2035.
"Our ambition is to make Porvoo the most sustainable refinery in Europe," stated Sami Oja, a member of Neste's Oil Products leadership team responsible for supply chain management.
The Porvoo refinery has already been producing renewable fuels since 2007, utilizing Neste's proprietary NEXBTL refining technology. The company has since established two new refineries focused on renewable raw materials in Rotterdam and Singapore. The transformation at Porvoo will enable a flexible transition towards renewable fuels and chemical recycling of plastics.
The decision to transform the Porvoo refinery was announced in December 2023, shortly after the UN Climate Change Conference (COP28) concluded in Dubai. This marked the first time that nations agreed to transition away from fossil fuels during a COP summit. Neste has previously stated its goal to be a frontrunner in enabling a fossil-free future.
