Niedersachsen and municipal associations join GovConnect as shareholders
The German state of Lower Saxony and its municipal umbrella organizations have become shareholders in GovConnect GmbH to enhance the digitalization of public administration.

The German state of Lower Saxony, along with its key municipal associations, has strengthened its collaboration in advancing digital administration by acquiring shares in GovConnect GmbH. This move signifies a deeper partnership aimed at accelerating the digital transformation of public services.
GovConnect GmbH, previously established by regional IT service providers like hannIT, ITEBO Unternehmensgruppe, KDG, and KDO, now expands its ownership structure. The inclusion of the state of Lower Saxony and its municipal associations as new shareholders is expected to bolster the company's capacity to deliver comprehensive digital administrative solutions.
The company offers a suite of services designed for modern, efficient administration, including citizen management systems, electronic processing of administrative offenses, and modular tools for digitalizing municipal processes. GovConnect has a track record of successfully implementing joint projects involving the state and its municipalities.
This expanded cooperation is set to facilitate new IT projects for GovConnect within the "Digital Administration in Lower Saxony (DVN)" program. The state intends to commission GovConnect with key initiatives, including the provision of a statewide electronic payment service and the rollout of various online services for municipalities.
Dr. Horst Baier, CIO of the state government, highlighted that the successful implementation of the Online Access Act and the digitalization of administrative services depend on strong collaboration between the state and its municipalities. The new shareholder constellation is anticipated to enable more effective cooperation and enhanced support for local authorities in their digital endeavors.
