India's government think tank, NITI Aayog, has proposed a significant overhaul of its labour skilling program financing. The core of the proposal is a shift to outcome-linked financing, where government funds will be directly tied to measurable results such as job placements, employment retention, and wage growth.

The report, "Reimagining Skilling for Viksit Bharat@2047," cites "Skill Impact Bonds" as an example of a "pay-for-results" model. In this framework, private institutions finance training programs upfront, and the government reimburses them upon meeting predefined employment benchmarks. This aims to foster competition among training providers, with funding following actual outcomes rather than just student enrollment.

The proposed shift is intended to improve the quality and relevance of skilling programs to labor market demands. Currently, providers may lack strong incentives to enhance program impact as funding isn't tied to successful employment. An outcome-based system would compel trainers to develop courses that better meet local industry needs, encouraging greater agility in responding to labor market shifts.

However, the outcome-based model presents implementation challenges, particularly in tracking employment and wage progression post-training. Robust systems will be needed to verify the direct impact of specific training programs on an individual's career. NITI Aayog also proposes Digital Skills Vouchers redeemable at accredited institutions, giving learners more control over their skilling choices.
