OpenAI CEO Altman: AI's large benefits justify some risks

OpenAI CEO Sam Altman stated that the immense benefits of AI technology are worth bearing some risks and the technology should remain broadly open.

5 October 2026

OpenAI CEO Sam Altman has indicated a fundamental difference in worldview regarding artificial intelligence regulation between his company and competitor Anthropic.

Altman believes the vast benefits offered by AI technology completely justify society taking on certain risks, and that the technology should continue to be widely accessible to the public. He stated that to gain the benefits and empower individuals, the world should be willing to accept some associated costs and negative events.

Anthropic has long been considered a leading advocate for strict AI regulation, contrasting with OpenAI's earlier preference for lighter oversight. However, in recent months, following high-profile security incidents and concerns about AI models, OpenAI has shifted towards supporting stricter industry rules, narrowing the policy gap between the two AI leaders.

Despite these converging trends, Altman still aims to differentiate OpenAI's regulatory stance from Anthropic's. He clarified that he does not accept "truly catastrophic risks," including potential "severe loss of control over AI."
