OpenAI expands operational footprint in Abu Dhabi
OpenAI has signed a series of agreements with Abu Dhabi-based entities across the energy, government, and finance sectors to scale its technology deployment.

OpenAI CEO Sam Altman has secured multiple agreements with Abu Dhabi officials and firms, marking a significant expansion of the company’s influence in the United Arab Emirates. The move includes partnerships with the Abu Dhabi National Oil Company (ADNOC) and G42 to integrate OpenAI’s technology into energy operations and broader industrial applications.
In addition to the industrial sector, OpenAI has committed to a five-year initiative with Inception42 to facilitate the adoption of artificial intelligence within government services and education. The Abu Dhabi government has also initiated a project to transform its policy frameworks into machine-readable formats using OpenAI’s tools, while the sovereign investor Mubadala will collaborate on AI-driven investment analysis.
These partnerships coincide with OpenAI’s efforts to raise up to $20 billion in a new funding round. Investors from the UAE have already been major backers of the lab, with firm MGX providing significant capital in recent high-profile rounds for both OpenAI and Anthropic.
While the region faces geopolitical scrutiny, the UAE continues to invest heavily in positioning itself as a central hub for global AI development. These deals solidify OpenAI’s reliance on Middle Eastern capital and partnerships to fuel its growth and infrastructure demands.
