OpenAI is scared of open-weight models. Should the US be?

The emergence of Kimi K3, a large open-weight language model developed by Chinese lab Moonshot, has ignited a discussion that intertwines the economic potential of American AI companies with the technological trajectory of language models.
Dean W. Ball, head of strategic futures at OpenAI, suggested that the U.S. government should find a pretext to foster regulatory fear, uncertainty, and distrust around these new models, arguing that open-weight models inevitably deter capital investment by leading AI labs.
This stance drew criticism from prominent figures like Yann LeCun and Martin Casado, who argued that open-source development accelerates innovation and can coexist with proprietary models. Ball subsequently retracted his claims that regulatory action was the White House's "best strategy" and that open-weight models inherently hinder technological advancement.
However, Axios has reported that the Trump administration is considering a ban on Kimi K3 and similar advanced Chinese models, a move reportedly supported by U.S. frontier AI labs. Senator Chuck Schumer is also said to be involved in discussions regarding measures to potentially curb China's competitive edge in AI.
