OpenAI signs strategic agreements with UAE state-linked entities

OpenAI has expanded its presence in the United Arab Emirates by securing agreements with several high-profile state entities, including oil major Adnoc, investment firm Mubadala, and the Abu Dhabi Department of Government Enablement. These partnerships aim to embed artificial intelligence solutions across energy operations and administrative processes.

In addition to operational deployments, the collaboration includes a partnership with Inception42 focused on investment analysis. Reports from the Abu Dhabi Media Office confirm that OpenAI CEO Sam Altman met with Crown Prince Sheikh Khaled bin Mohamed Al Nahyan to discuss the scope of these state-backed initiatives.

This move follows the launch of the Stargate UAE project earlier this year, signaling a deeper integration of OpenAI within the region's technological ecosystem. The company is reportedly seeking to anchor a multibillion-dollar financing round with local funds, aided by recent U.S. regulatory shifts that have eased the export of AI-related hardware to the region.
