Oracle plans $20 billion capital raise for AI and cloud infrastructure expansion
Oracle intends to raise $20 billion through debt and equity to bolster its cloud infrastructure and artificial intelligence operations.

Oracle has announced plans to raise $20 billion via a combination of bond offerings and equity sales, as revealed in recent regulatory filings. The company intends to allocate the proceeds toward capital expenditures, debt repayment, potential acquisitions, and returning value to shareholders through dividends and stock buybacks.
The bond offering is structured in six tranches with maturities ranging from 2029 to 2046. This capital injection is earmarked to support the scaling of Oracle’s cloud infrastructure and AI capabilities. The strategy aligns with the firm's recent high-profile partnerships, including the development of AI compute sites in collaboration with OpenAI and SoftBank.
Financial analysts continue to monitor the company's leverage, as S&P Global maintained a BBB credit rating with a negative outlook in September 2025. Despite posting significant growth in cloud infrastructure revenue, Oracle’s stock has faced downward pressure throughout the year. The company must now demonstrate how these substantial investments will translate into sustained long-term profitability.
