The Citizen Office in Osnabrück has implemented a self-service terminal, named "Speed Capture Station," enabling residents to capture their own biometric data for identity documents and driver's licenses. The system records passport photos, fingerprints, and signatures, with the stated goal of speeding up application processing.

Since its introduction, over 200 residents have utilized the terminal in the initial days. Norbert Obermeyer, head of the Citizen and Order department for the City of Osnabrück, stated that the investment was made to significantly accelerate the application procedure for personal documents or driver's licenses. The data capture service is offered at €2.50 per registration, a price calculated to cover costs.

Obermeyer also highlighted the advantage of using the captured data for multiple document types, such as both identity cards and driver's licenses. The terminal also assesses whether the digital photograph meets biometric standards during the data capture stage.

Osnabrück's Mayor, Wolfgang Griesert, personally tested the new system, having his biometric data recorded within minutes. The solution was developed through a joint project involving the City of Osnabrück, the hardware manufacturer, and ITEBO GmbH specialists. The overall system has been certified by the German Federal Office for Information Security (BSI).
