Paris Imposes New Rules for Electric Scooters: Helmet and Reflective Vest Now Mandatory
Paris has implemented new regulations for electric scooter users on public roads, requiring both helmets and reflective vests. Violators face fines up to 170 euros.
Paris, France – The French capital is tightening its grip on electric scooter usage with new safety regulations. Effective immediately, all riders of electric scooters and similar personal mobility devices on public roads are mandated to wear both an approved helmet and a high-visibility reflective vest simultaneously.
The new rules aim to curb the rising number of accidents involving electric scooters. Failure to comply with the helmet requirement will result in a fine of 135 euros, while riding without a reflective vest or equivalent high-visibility clothing carries a 35-euro penalty. Combined, the maximum penalty for non-compliance reaches 170 euros.
These measures come in response to growing safety concerns. According to French road safety data, 79 people died in electric scooter accidents nationwide last year. In Paris alone, 1,100 individuals were injured, marking a 33% increase from the previous year.
Paris has previously taken significant steps to regulate the sector. In 2023, the city banned shared electric scooter services but allowed privately owned scooters to remain in use. France is estimated to have approximately 2.5 million privately owned electric scooters, with further sales expected.
