The Building Performance Association (BPA), through its affiliate Home Performance Coalition (HPC), has launched Penn Heat Pump Pathways (PHPP), a new statewide initiative in Pennsylvania aimed at recruiting, training, and upskilling workers for heat pump installation.

Funded by the Pennsylvania Department of Environmental Protection's Energy Programs Office, PHPP plans to enroll over 1,600 participants by July 2028. The program aims to bolster the state's capacity for energy-efficient home installations and create career development opportunities.

PHPP offers free heat pump training, financial assistance, and career navigation resources for workers, employers, and training providers across the Commonwealth. The initiative seeks to address a growing demand for skilled HVAC professionals in the heat pump sector.

Pennsylvania ranks 11th nationally in energy efficiency jobs, according to BPA's 2025 report. PHPP builds on this foundation by creating structured pathways into the HVAC trades, recognizing the increasing market demand for heat pump technology that outpaces the current workforce availability.
