Pharma Association Welcomes Efficiency Law in Baden-Württemberg

Pharma Deutschland's regional association in Baden-Württemberg has welcomed the plans by the incoming green-black coalition government to implement an efficiency law and significantly reduce bureaucracy. The industry group views this as a crucial signal for a government that aims for faster decisions and simplified procedures, allowing the domestic pharmaceutical sector more time for its core tasks: developing and producing medicines and medical devices, and supplying patients.

The coalition agreement stipulates that all state-level reporting and documentation obligations will be phased out by December 31, 2027, unless explicitly confirmed by specific laws. Additionally, approval processes are to be accelerated through "approval fictions," and "gold-plating"—additional state-specific requirements beyond federal and EU law—will be avoided.

"If the new state government concretely reduces bureaucracy, it will improve medical care and secure jobs in Baden-Württemberg," stated Dr. Traugott Ullrich, chairman of Pharma Deutschland Baden-Württemberg. He emphasized that an efficiency law that eliminates unnecessary reporting requirements and speeds up procedures is a genuine location factor.

Companies in the pharmaceutical sector anticipate tangible relief, particularly concerning reporting and approval processes related to development, production, logistics, and research. Reduced paperwork and streamlined digital processes are expected to help small and medium-sized enterprises focus on retaining skilled staff and ensuring the secure supply of medicines and medical devices.

Pharma Deutschland stresses that bureaucracy reduction must be a collaborative effort. It is essential for the state government to involve businesses, municipalities, and the healthcare sector early on to ensure the efficiency law functions effectively in practice, from doctor's offices and hospitals to local pharmaceutical production sites.
