The German Pharmacists Association (ABDA) has established three fundamental requirements concerning the medical use of cannabis. The association insists that cannabis must meet pharmaceutical quality standards, be dispensed solely through pharmacies as a prescription medication, and have its costs covered by statutory health insurance.

Dr. Andreas Kiefer, President of the Federal Chamber of Pharmacists, emphasized that quality requirements must be scientifically founded and comprehensible. He stated that consistent quality can only be ensured through controlled cultivation, not through patients growing cannabis themselves. The role of pharmacies is crucial for providing necessary consultation on its application.

Kiefer highlighted that health insurance funds must cover the costs of prescribed cannabis, ensuring that access to medically indicated therapy is not dependent on a patient's financial situation. The association recommends using cannabis only as a precisely dosed medicinal product. Pharmacies can already prepare compounded medications containing dronabinol, an active compound from the cannabis plant, upon a doctor's prescription.

ABDA criticizes the current inconsistent practices among health insurance providers regarding reimbursement. The association deems this disparity unacceptable for patients requiring medical treatment with cannabis.
