Public Health Advocacy Institute appoints first international gambling policy consultant
The Public Health Advocacy Institute (PHAI) has appointed Dr. Matt Gaskell, MBE, as its first International Consultant on Gambling Policy. The move signals an expansion of PHAI's efforts to regulate the global gambling industry.

Boston, MA โ July 16, 2026 โ The Public Health Advocacy Institute (PHAI) announced today the appointment of Dr. Matt Gaskell, MBE, as the organization's inaugural International Consultant on Gambling Policy. Dr. Gaskell's addition is intended to bolster PHAI's work in bringing comprehensive, global public health regulation and accountability to the gambling industry and its associated sports and technology partners.
Dr. Gaskell is recognized internationally as a leading authority on preventing and treating gambling harm. He currently serves as the Founder and Clinical Lead for gambling harm clinics across northern England and is a member of the World Health Organization's (WHO) Expert Group on Gambling. His background includes extensive work as a licensed psychologist specializing in counseling individuals and families affected by gambling disorder.
In 2025, Dr. Gaskell was appointed a Member of the Order of the British Empire (MBE) by His Majesty King Charles III for his services to those affected by gambling-related harm. "I am honored to join PHAI and bring my expertise to protecting the public from the unacceptable harms associated with the modern commercial gambling industry and its sports partners," Dr. Gaskell stated.
The Public Health Advocacy Institute, founded in 1979, is a non-profit legal research center focusing on public health law.
