Report: Europe's electricity system needs strengthening against rising threats
A new Eurelectric report highlights Europe's electricity system's vulnerability to physical and cyber threats. The report proposes measures to enhance resilience.

Europe's electricity grid faces increasing physical, cyber, and hybrid threats, intensified by Russia's war in Ukraine. A new report by Eurelectric, presented at the Munich Security Conference, assesses the European power sector's preparedness and outlines concrete recommendations to strengthen the system's resilience.
The report notes that Russia's military strategy in Ukraine has targeted electricity infrastructure, underscoring the critical role of power companies in maintaining societal functions during conflicts. Across Europe, the power sector is also encountering hybrid threats such as sabotage, cyberattacks, and disinformation, even without direct involvement in war. Fortum CEO Markus Rauramo, who also serves as Eurelectric President, stated that "a new reality of increasing threats requires a fundamental shift in mindset."
To improve the power industry's preparedness, the report identifies three priority action areas for utilities: enhance situational awareness and crisis readiness through cooperation with authorities and regular exercises. Second, protect critical infrastructure by reinforcing facilities, stockpiling equipment, and improving repair capabilities. Third, embed cybersecurity by design.
Fortum played a significant role in shaping the report's analysis and recommendations, contributing operational experience from Finland and insights from a previous review on lessons learned from Ukraine's energy sector. Fortum's Vice President for Corporate Safety and Security, Jari Stenius, emphasized that strategic resilience means the ability to deliver energy to customers and society in all situations. He highlighted the importance of basic security hygiene, such as access control and surveillance systems, as well as seamless information flow and cooperation between operators and authorities.
In Finland, cooperation with authorities functions effectively through both formal and informal channels, as well as regular joint exercises. Fortum remains committed to strengthening Europe's energy system resilience and supporting a secure energy future.
