Legislation authorizing more than $35 billion in funding for water infrastructure programs over the next four years was introduced by the U.S. Senate Environment and Public Works Committee yesterday. The bill allocates $16.5 billion for the Drinking Water State Revolving Fund, $14 billion for the Clean Water State Revolving Fund, and $260 million for the Water Infrastructure Finance and Innovation Act (WIFIA).

The proposed legislation also authorizes two cybersecurity programs that the American Water Works Association (AWWA) had prioritized: the Midsize and Large Drinking Water System Infrastructure Resilience and Sustainability Program and a new initiative to encourage participation in the Water Information Sharing and Analysis Center (WaterISAC).

AWWA CEO David LaFrance stated that the bill represents a positive step toward strengthening the federal partnership necessary for sustainable and reliable water services. He noted that these programs help communities finance essential water projects while lowering debt costs and reducing the impact on household water bills.

The AWWA estimates that communities will need to invest between $2.1 trillion and $2.4 trillion through 2050 to replace aging drinking water infrastructure, enhance treatment capabilities, and ensure resilient systems and supplies. The proposed reauthorization and funding levels are seen as crucial for addressing these significant infrastructure needs.
