The Social Security Administration (SSA) is issuing a one-time $90 payment to more than 20 million Social Security beneficiaries. The payment is intended to help cover a portion of the Medicare Part B premium.
President Donald Trump announced in a statement that the payments would begin arriving on Thursday, October 8. The funds will be delivered via direct deposit or by check. Medicare is a federal health insurance program for individuals aged 65 and older, as well as younger people with long-term disabilities or end-stage renal disease.
Approximately one-third of the 63 million individuals enrolled in Medicare Part B are eligible for this payment. Those whose premiums are already paid by Medicaid, or who pay an Income-Related Monthly Adjustment Amount, are not eligible for the benefit. The funds for these payments are drawn from the Medicare Improvement Fund, established in 2008 for flexible program expenditures.
The payments have faced criticism for being described as "rebates" while being funded from a separate account rather than being a direct refund. They are also seen by some as a political move ahead of the November midterm elections, following similar "refund" checks issued to Obamacare enrollees. The administration has also made broader promises of financial support tied to election outcomes.
