Kazakhstan's Ministry of Artificial Intelligence and Digital Development, in partnership with Beeline Kazakhstan and Starlink Mobile, has launched a satellite-based mobile connectivity service utilizing "Direct to Cell" technology. The service will allow users of compatible smartphones to access certain communication functions even when outside the coverage area of terrestrial mobile networks.

The introduction of Starlink Mobile stems from agreements signed during the official visit of President Kassym-Jomart Tokayev to the United States in 2025. Zhaslan Madiyev, the Deputy Prime Minister and Minister of Artificial Intelligence and Digital Development, stated that Kazakhstan is the first country in Central Asia to practically test and implement the Direct to Cell technology.

This technology establishes a direct connection between a compatible smartphone and Starlink Mobile satellites, eliminating the need for satellite phones or additional specialized equipment. Users will be able to send and receive messages, as well as access select applications, in areas lacking terrestrial mobile coverage. Beeline Kazakhstan is offering the service free of charge to its customers for a promotional period.

Satellite mobile connectivity holds particular importance for Kazakhstan due to its vast territory and challenging terrain. The service opens up additional communication possibilities from remote and difficult-to-access areas, and can serve as a vital link if terrestrial infrastructure is damaged.
