Sweden's Planning and Building Act will be updated on July 1, 2026, expanding charging infrastructure requirements to encompass "sustainable mobility." This will impose stricter standards on charging points for new construction and major renovations.

Sweden to Require Enhanced EV Charging Infrastructure from July 2026

New regulations requiring enhanced electric vehicle charging infrastructure will take effect in Sweden on July 1, 2026. Amendments to the Planning and Building Act (PBL) will broaden existing requirements for "electric vehicle charging" to include "sustainable mobility," imposing stricter obligations for property owners concerning new construction projects and significant renovations.

The implementation of the EU Energy Performance of Buildings Directive (EPBD) has seen a slight delay in Sweden, with the PBL amendments now slated for July 1, 2026. The Swedish National Board of Housing, Building and Planning (Boverket) is expected to release detailed regulations in autumn 2026. These will specify requirements for the number of charging points, necessary cabling, and technical functionality.

Currently, since January 1, 2025, existing non-residential buildings with over 20 parking spaces must be equipped with at least one charging point. The upcoming regulations are anticipated to mandate higher densities, such as one charging point for every two parking spaces in office buildings (with cabling for all spaces) and one for every five spaces in other non-residential buildings. Existing non-residential properties will need cabling for 50% of spaces and one charger per ten.

Furthermore, smart charging capabilities will become a technical requirement. This includes support for OCPP communication, interoperability between systems, and readiness for Vehicle-to-Grid (V2G) technology. Charging infrastructure will need to be connected, controllable, and integrated with building energy systems to meet these evolving standards.
