TOTE Services to Manage Construction of U.S. Navy Landing Ships
TOTE Services has been awarded a contract to serve as Vessel Construction Manager (VCM) for the Medium Landing Ship (LSM) program, overseeing the construction of up to eight new vessels for the U.S. Navy and Marine Corps.

TOTE Services, LLC has secured a contract from PAE Maritime to act as the Vessel Construction Manager (VCM) for the Medium Landing Ship (LSM) program. The contract encompasses the construction of up to eight new landing ships for the U.S. Navy and Marine Corps, valued at $2.2 billion.
The program involves complex coordination across U.S. shipyards, suppliers, designers, manufacturers, and government stakeholders. TOTE Services' role is to bridge government requirements with shipyard execution, aiming to accelerate deliveries, improve cost and schedule control, and expand the U.S. shipbuilding industrial base.
This initiative builds on TOTE Services' prior experience pioneering the VCM model in U.S. government shipbuilding, notably through its management of the National Security Multi-Mission Vessel (NSMV) program. In that capacity, TOTE Services oversaw shipyard selection, design, construction, testing, and delivery for five vessels.
The Medium Landing Ship program is intended to support the Navy and Marine Corps' plan for a 35-ship LSM fleet. TOTE Services will soon begin issuing requests for proposals to qualified U.S. shipyards, managing shipyard selection, supplier engagement, and construction planning.
