India's Telecom Regulatory Authority (TRAI) has issued a clarification regarding the 140 and 1600 number series, responding to a public dispute with caller identification platform Truecaller. The disagreement centers on TRAI's proposed regulations that would limit how apps like Truecaller can identify and flag calls originating from these specific number ranges.

Truecaller has criticized TRAI's draft regulations, arguing they would prevent caller ID apps from effectively warning consumers about spam calls. The company states that these number series have increasingly become sources of unsolicited and fraudulent communications. TRAI, however, maintains that these designated numbers are meant for legitimate communications and that third-party apps should not interfere with them.

The 1600 number series is designated for official service and transaction-related calls from entities such as banks, financial institutions, and government departments. TRAI's objective is to ensure that critical communications, like OTPs and account alerts, are received reliably and are trusted by consumers. The regulator argues that allowing apps to independently tag or block these calls could undermine this trust.

The 140 series is reserved for promotional and telemarketing calls from registered entities. TRAI reminds that consumers can manage these communications through the Do Not Disturb (DND) service, and telecom operators already enforce these preferences. The authority believes that caller identification apps should not override these existing settings, as it could lead to conflicts and confusion for users.

Truecaller has publicly stated that the proposed restrictions do not reflect the reality on the ground, citing a significant volume of spam calls from these series. The company has offered to share its data with the Ministry of Electronics and Information Technology (MeitY) to support their decision-making process. TRAI continues to emphasize its commitment to a secure and trustworthy commercial communication ecosystem.
