President Donald Trump pledged Wednesday to issue a $5,000 payment to every adult American should Republicans maintain their congressional majorities in the November midterm elections. The promise, dubbed the "Trump Dividend," is estimated to cost upwards of $1 trillion and would necessitate congressional approval, raising questions about its legality and economic feasibility.

Trump announced the proposal during the Republican Party's midterm convention in Dallas, comparing the payments to corporate shareholder distributions and citing the nation's economic strength. Following the announcement, Vice President JD Vance appeared to partially walk back the proposal, suggesting the dividend might not extend to wealthy individuals. Vance also hinted that tariff revenues could fund the payments, though the proposed sum significantly exceeds current tariff collections.

Economic analysts and budget experts have voiced concerns regarding the plan's fiscal implications. Marc Goldwein, senior policy director at the Committee for a Responsible Federal Budget, stated that Trump lacks the authority to disburse such funds without congressional authorization. With the U.S. facing significant annual budget deficits and a national debt exceeding $40 trillion, the addition of a trillion-dollar expenditure is viewed as fiscally irresponsible.

The proposal also faces legal scrutiny. While some attorneys argue it constitutes a legal campaign promise not directly intended to influence voting behavior, its implementation without congressional consent would be impossible. Trump has previously proposed similar, smaller payments, asserting that congressional approval was not required.
