Trump's AI Force proposal could worsen risks

President Donald Trump's proposed creation of a U.S. Artificial Intelligence Force (AI Force), mirroring his earlier establishment of the Space Force, has drawn significant criticism from AI experts and researchers. Analyses suggest the plan, aimed at "winning the AI race against China," could lead to an arms race and the weaponization of AI.

Existing risks associated with AI are already considerable. Misuse by terrorist groups and criminals is a major concern. For instance, a 2019 study indicated that training an AI model to radicalize individuals was relatively straightforward. Current, more advanced models can be used to reach broader audiences with convincing but false information, potentially by posing as humanitarian organizations or influencers. Furthermore, criminals are employing AI for fraud and identity theft, resulting in substantial financial losses.

The proposal for an AI Force has been criticized for potentially fueling an arms race with China. If the U.S. establishes a military unit focused on AI, China is likely to follow suit by creating its own comparable organization. This could escalate into a race where both sides prioritize rapid development over adequate safety considerations. Experts have characterized the weaponization of AI as one of the most significant existential threats to humanity, comparable to nuclear war or environmental catastrophe.

Many companies developing AI technology, along with several U.S. states, have adopted a more cautious approach. They advocate for increased oversight and deliberate slowing of development where necessary. For example, California and New York have enacted laws requiring large developers to publish safety plans and report serious incidents. According to experts, establishing an international, multidisciplinary task force composed of government and private sector experts would be a more prudent course of action than creating a military AI Force that risks institutionalizing AI's worst impulses.
